Opening Chapter

The war is over and the city is still on fire, at least in the memory of anyone who walks through the rubble. Berlin is a map of broken bricks and papered windows. Paris is a place where people pretend they are not counting ration cards. Washington is full of men who talk about peace while building new files. Moscow is silent behind a curtain no one can lift.

The newspapers say victory, but the words are already changing shape. The bomb has ended one war and opened another argument: who will control the future now that everyone knows what a future can be burned down to? You can feel the shift in the air, a subtle tightening in the way diplomats shake hands and in the way new agencies form quietly behind old names.
