# The Men Who Made the World
## Brussels, September 1920
The delegates arrived by train, by motorcar, and in one case by military aeroplane. Thirty-nine nations had sent representatives to the Palais des Academies in Brussels, where chandeliers still bore the scratches of German officers who had commandeered the building during the occupation. The carpets had been replaced. The bullet holes in the facade had not.
